The 5.7 x 28mm cartridge was developed by FN Herstal in the late 1980s as a response to NATO's request for a new personal defense weapon (PDW) cartridge suited for both military and law enforcement use. It was officially introduced in 1990 alongside the FN P90 submachine gun and FN Five-seveN pistol. The design was intended to bridge the gap between traditional pistol and rifle calibers by offering enhanced range, accuracy, and armor penetration capabilities over standard pistol cartridges, while maintaining manageable recoil and compact size.
